Improvement and fixes
- Fixed an issue with rates per period during direct invoiced by hand
- Fixed a bug where no address could be added by hand if the patient had no prior address on file

- COV and SBV-Z checks are now performed during registration only if the BSN is valid, ensuring these checks are triggered only for correct BSN numbers
